    I'm still working on it. Had to get some sleep. But I'll keep coming back till I finish.

    Tried this for 27: 2 percent of people live in a polygarchy.

    Doesn't work.

    Still need 16, 23, 24, 26, 27, 28 for SECOND puzzle.

              Got it--thanks! It was easy. I can't believe I was stumped on it. Now we have the same 5: 23,24,26,27, & 28. Wish we could get some other help!!
