I just beat it. It's taken me about a week to get it right.

I've been working on it for 2 hrs today and after I finish I look back and there is a walkthrough posted. Oh well, at least i finished it

how do you get the answrs to theese type of games because i never seem to know and evry1 else can alwyas do it it i never can someone please tell me as im so confused

Trial and error, and sometimes logical deduction. That doesn't quite apply to this game... sure, it's obvious that you'd want to explore and survey the area before you expend resources, but common sense tells me that police and health are more important to put in quickly than media and possibly even education, and doesn't explain tourism being helpful to an army base at all. About all you can do is figure out what seems logical, see what putting something down improves and try to put those things that didn't improve anything later in the list the next time you play. It's a lot easier for a game like Grow, where just about everything upgrades each time you put something down until it's at its maximum level, but you can still get something like Cityscape done with a lot of experimentation and a lot of luck.

*still thinks that hospitals upgrading media and fishing increasing education is stupid*

Thats what i did to find the answer for you guys. it's just like a logic problem. this one it didn't take me too long to figure it out but after filling a whole sheet of paper with different combinations that i thought was logic, i kept playing untill i got the right one. Thats all there is to it. of course a daylater, i was looking on the net for other games, i found that it was posted there i felt so happy that i had figured it out on my own.
