Do you have a program called Audacity? That's how I did it. Or maybe it can be done in Windows Media Player? I never tried.

ETA: You can do it in WMP, I just tried

I just opened the .mp3 in WMP and then hit File > Save As and typed .wav at the end of it and Save.
