The characters change their places after every few days. You will have to look around the house to find Bloo.
To unlock a mini game your citizenship bar must be full. When you see a game machine next to the citizenship bar that means you can unlock a mini game. The mini game room is next to the clock room.

Use the feature (see picture) to choose the part that you want. Then copy it, and paste it into a new Paint file. Be sure that you save it as .jpg file.
It should work then.
