how do you know which code to use when deciphering the sentence?

I dont remember how i knew I think I used cryptogram or a ceasar cipher.

I cant find anything that makes sense, I have tried cryptograms and ceasar ciphers, also anagrams and other ciphers but non of them are giving me legible answers?

Are a cell phone's number/letter setup the same as a normal phone? (2=ABC, 3=DEF, etc.)

I have been trying for ages now to work out what to do with the title of the picture on level 5, I have googled it, tried anagrams and cryptograms but still can not work it out, any helpful hints would be greatly appreciated!
