First use a very common cipher for red text.
This will give you the name of the cipher you need, plus a clue. Also consider the clue in the source.

I entered my answer from 16 into wiki and it gave me a list of registered historical places in south carolina, am I on the right track? Its a huge list can someone help me narrow it down a little.

Yep, use "-" between letters and number.
And also use the keyword h***w** (what it obviously is).
Then you should get it soon
