Moderators are chosen among members, who have been helpful to other members on this forums and followed the rules for a long time. Yes, and knowledge on the structure and rules of the forums is of course also important.

@ Doglover: for several reasons.
E.g. If members see that I'm online I get a PM every 2 minutes with help requests on games, with technical questions, with chat etc. This is too much for me to handle.

@Maniac: Yes, moderators can ban members.
