Usually forums ask if you are over 13 because of trying to be COPPA compliant, which is a children online parental protection act. If someone registers under age 13 then the admin need to give them permission to see certain forums. Also, those who have parental protection need approval from mom & dad to use the site. That is the reason for the question.
