You are sort of correct RBS... But only with the second part of your answer...
It is called a Deadweight anchor.
These are used on flat roofs when a structural fix is not cost effective, penetration of the roof surface is undesirable or a temporary solution is required to keep the roofers safe while they are working.
you can give hints anytime you wont, most people are asking what it is directly you can also ask stuff, is it heavy, is it used for recreation, stuff like that that narrows it down slightly to make it easier, but as i said you can give hints anytime you want, or be mean and make us google someone will eventualy find it.
