After throughout research I dare to say that this is a 360-degree video camera with conical mirror, on the top of a first generation Khepera mobile robot, used in a biological cybernetics project of Max Planck Institut. *shiver*

in short, it's a tiny robot, autonomous, usually used in swarm intelligence control systems. it actually fits in the palm of my hand and i like playing with the little buggers.
