I have no idea. It reminds me of cherry licorice, but I'm pretty sure thats not what it is. Maybe it is one of those really big balloons?

Nope... It is flexible, but it does not change in size.

I was able to find a better picture. As you cans see, color does not matter.

Not sure where it's originally from, but I'd imagine it's used in many places.
