I have no idea. It reminds me of cherry licorice, but I'm pretty sure thats not what it is. Maybe it is one of those really big balloons?

Nope... It is flexible, but it does not change in size.

Not sure where it's originally from, but I'd imagine it's used in many places.

A person would not wear this, but they would use this.
