I couldn't see the key either at first, I just clicked around the turtle and then the key appeared in my items.

Ahh I just got it , Just click in the right of the aquarium, in the water.

The paper on the safe kind of looks like an upside down maths division sum...cross divided into the semi circle

You've got to use the second key that you get from the tank.

I can't understand anything in japanese language,but my father used to understand japanese language in about 1998,when he used to work there.
