You got 2 numbers:
1. a 6 digit number you saw through telescope, it's like a zipcode(in China)
2. the date on the pic phrame, should be 7 digits

it is the last three digits of number 1 and last 3 digits of number 2.

Look at the arrows, they tell you how you need to turn the box key after inserting it

mess around with lighter, screwdriver and pincers after switching off the power

Took me some time to figure it out how to do it, and I don't remember the details anymore.
