I had to use it on

one of the lights overhead to make it glow red

I can't either. But the room I was able to get into is in

Containment. After I got the screwdriver and the crucifix, a white outline started drawing a new door on the wall above where the screwdriver was.

you need to connect from the picture to the little blue circle beside the brain, when I got it all connected,

I didn't use the bottom right light, not sure if that will help you

EDIT: The only hotspots I have in the whole game right now are the candles. I think I'm going to restart.
