That small door has a piece of fluorescent tube underneath its padlock. You need that piece to keep the switch down at the top.

Shep, maybe I haven't done all I need to do; the last ladder on the metal circle is still horizontal, so I guess there's more. Or maybe I'm daft. It's a toss up. Thanks for the help. I'll still plug along.
