It doesn't necessarily have to be a square - I still think the two parts of the message are separate, and the only integer rectangle you can get from 65 is 13x7

For Praise undeserved - assuming it isn't a substitution cipher I think the two parts have to go together as otherwise in the long section of the message there are three Q's and only two U's.

That only becomes an issue if it's a transposition rather than a shift or substitution. This is why I'm not sure if the lower part of the message is actually real.

You know, I still can't work out why the top line is punctuated. That suggests a structure which is anathema to crypotology. There are also few letters that can sit after an apostrophe, with S being one of them so you might not want to change that - does this mean that the top line isn't a cipher but a code, and will explain how to unlock the lower part?
