Still not get any further.
Do i have to turn this numbers in to binary code and then make a hex code out of binary and then decode messege?

Its nothing to do with Hex codes, take a look at some binary and comapre it to the letter. Then you will see what you have to do.

It's not a letter, it's something else. They are not all letters in this cipher.
