Thanks to everybode for help, i've done with decryption.
The problem was to type in correct numbers from the message

If we have chosen the correct cipher I have already tried tried using both of the words as the keys in both possible ways.

This puzzle is a little trickier than most because the nature of the cipher itself is enigmatic.Once you think you have the type of cipher solved, think about the "keywords" and how that one phrase can relate to however many you need for the puzzle to work.

think the "plate" has something to do with it?

If I'm not mistaken that means it's a japanese military registered vehicle, light passenger class.

"cinematic" I think you are misinterpreting "goldfinger".

your best bet is to find the Narodnik cipher, then overyhting should fall inot place
