i found a name that was 284 on a 1990 us census and
it says aimee but its not working

yeah, I don't know what name she wants, I translated the flags and got one, but it takes me to a second part.

the flags themselves are letters, check the alphabet instead of symbols or anything else

I also figured out the second part and am now on 7. When you get to the next part. search baby names by meaning, http://www.parenthood.com/babynames.html, but don't use knowledge, use wisdom. The name sounds alot like the one you used to get there.
