this is a toughy, i use goldwave, and i have reduced the speed of the sound by about 70%, i have also applied an 'initial voice' noise filter onto it which cuts out all the noise in the background leaving nothing but the voice we are concerned with.
I'm still not hearing it clearly enough though.

Alright, after an hour or three of trying to learn Audacity I finally figured out a few things:
the audio track is actually two tracks spliced together at roughly the middle
and
by reducing the total playback speed by 75% I was able to make out the first half very clearly
and
the second half has another effect on it and for the life of me I can't figure out all of the words
what I have so far
there's no way for you to have a medica(al) delivery for you......

My theories about 25
First, what is said might be 'Little Endian', which is a data format for hardware (i.e. hard drives).
I have noticed that the file is at 16000 Hz. Regular wav files are around 44000 Hz, so the slowdown ratio should be about 2.75 (36.36%). That seems to give good audio quality.

Hmm....Sate Me
On a hunch I opened Wikipedia and typed in Sate which is also pronounced as Satay. It is a food dish this is common to Indian and Asian countries.
Add that together with everyone hearing Little Indian and it might mean something, I don't have a clue what, but thought I would throw it out there.
