I don't think the blog is updated until the blogger solves the riddle. From earlier posts, one of the people here (jakeabby) has been in email contact with the Riddler (Stewart). Stewart told jakeabby that, "..puzzles through 30 should be up sometime today." Go back and look at post #440 for yourself.
I think that the BLANK.jpg is a placeholder that stands out in the HTML so the Riddler (Stewart) can find/replace it easily. If you notice, the puzzles all have the same format: picture over text with all the pictures being in the same directory.
I am guessing this is referring to the fact that Washington was not the first president. John Hanson was the "first" and six other presidents were elected after him - Elias Boudinot (1783), Thomas Mifflin (1784), Richard Henry Lee (1785), Nathan Gorman (1786), Arthur St. Clair (1787), and Cyrus Griffin (1788) - all prior to Washington taking office. Have tried all the names, they don't seem to work
You're on the right track with thinking about Washington, but don't necessarily think about his presidency.
think more about the relation to the picture.

ok im still stuck on 25. bout to throw the computer out the window... can someone please pm me with a really good strong hint.... part of the problem is i have no idea how to use audio things
Okay, now I'm on to 28. Here are my thoughts so far:
Are those colors in the word "hints" like the google logo? The filename of the picture is a date. What's the deal? Googling that date doesn't seem to help.
I really have no idea what to do here. The color of the "hint?" would...well I think that's obvious. The other given kind of lead me down what seemed to be a dead end. Then I decided to go down the "office" track, but I really don't think that helped me and now I think I'm more screwed up than I was before. This one feels like it should be painfully easy, but I'm complicating it too much.
