The colors, title, and then the date got me close - then brute force. Though I really wish I knew what was supposed to pinpoint it for me

Well - time for me to get some dinner. My first thoughts on 29 are:

Looks like there is some shading ("shadow") on the image. Some manipulation reveals something that looks like part of a unicode character. But I haven't come up with anything that works from that yet

am i missing something with 29? the only clue it has is shadow, and that doesn't make sense at all

best bet is

The shadow means you need to use the shadow attribute in a photo editor on the image, then my guess is in the background of the picture spells out something in unicode, but i cant shadow so i dont know for sure.

I find that it's easier to find what the shadow is by simply looking at the picture, rather than trying fancy effects.

Well, I guess part of the problem is

noticing what is wrong with the picture. And no, my eyes are horrible (near-sighted and color-blind, if you must know), and I still managed to find it within a few minutes of looking.

Turn the Saturation all the way up on the image, it will make it stand out more

It is part of a character NOT the whole thing

You also need to think about what this part of the problem has to do with it

Well this is the last hint I can think of short of giving the answer

The character is about 4x the size of the image and you are looking at the bottom right corner of it. If you go into Start -> Run -> charmap and go into Times New Roman you can select any character and on the bottom left it will tell you its Unicode number. Good luck =P
