stuck on 55, found all the letters but anagraming is not working, not sure what i'm missing

this level is making me mad I thought the numbers where passages from the bible but i looked all through the bible and couldnt find it looked in every single book old testament and new. ah all that for nothing.

I hate this level...

I've been playing around with the letters for several hours...
I know exactly what I have to do but I can't seem to find the right sentence!!
