Wow, so many posts for this one riddle! And you're only on the first part...
I'll give you guys a few hints to get you started:
Some of you have the right idea about what type of cipher this is. So look at what you have on the image: how could this cipher be different from the original?
Think of what a cipher usually contains. How could this be applied to the grids?
Finishing the games is important: it guides the decoding process. But don't forget that there are more than two ways a game could end!
I don't want to give too much away, as this is quite a fun riddle once you understand the concept. And don't worry too much about the second part, it is much simpler than the firstCreator of The Memory Palace online riddle

The shaded squares have no real bearing on the outcome of the games; they tell you something else. Sometimes they are filled in, other times not. Look how many O's and X's there are to see whose turn is next, and play the games for both sides.
Yes, the first game finishes in the middle line! I had to go and check as my notes are elsewhere. Finish all the games in this way; the outcome is decided in the next move played.
