eurgh, im stuck on lvl 41, lots of blocks with numbers, i have what i think are the correct letters(thanks to my lil sis) but nothing will work when i unscramble them

I know it is a rebus, but I can't solve it. I googled the parts I thought they could be right, in the hope it was enough to find the answer, but apparently I am still way off with the decoding of the rebus.

I am going to give it another shot later this evening or tomorrow. Maybe I have more luck this time.

About 48: My first calculations appeared to be wrong and therefore I have several questions.
1. Are all the other births 'normal' births, so no twins, triplets, quintuplets, etcetera.
2. Are the children raised by couples or by an single adult.
3. Does the already existing population contain quadruplets or not (in other words does the given percentage also apply to this).

2. couples (not that it really matters)
3. the population always contain the same amount of quadruplets, but you can assume you start fresh with 100 or 1000 births, and calculate the percentage there.

Thanks, Shaharc. For question two, I thought it matters regarding the ratio between quadruplets/total population, but to be honest I wasn't completely sure about it. To be more honest this simple math really gives me a hard time. Your answers confirm what I thought, and this means my previous calculations were wrong all along.
Oh well, I am not giving up. Though my faith in my math skills isn't so high.

It's hard to give a nugde. All you have to do is count all the squares. Look very carefully. There are more squares than it looks at first sight.

After a break of almost 4 months, I am giving this riddle another shot, but I still can't pass level 48, lol. And to think this should be easy.

and like shahar mentioned, you can use a sample of 100 births
