I've been stuck on 28 for a day. It seems to be nonsense - I have absolutely no clue. I've tried #of items in each row, #of unique items in each row, #repeated items in each row, #items->letters. That's all I got.

Try saying the first part of the picture and the last part of the word next to it...they sound the same. The last word in the last line tells you the word you need as the answer
