What is not there? Could you be a little more specific?
I am not sure if this has anything to do with this, but I saw you were not a full member yet because you didn't used the confirmation link that was sent to by email. I have confirmed you manually now. Please let us know if this solved it for you.
Edit: Just checked the settings for users awaiting email confirmation and it's true members in this usergroup cannot upload custom avatars.
Though if you still can't upload an avatar after all, please post again.

Why? You couldn't know only full members can upload custom avatars. I wasn't even sure at first myself.
Plus it could be you didn't receive the email with the confirmation link. Lately we quite some issues we the email notification system. 
Anyways, I am glad to see you could upload the avatar of your choice.
