This one is plastic, though other varieties are simpler, and usually metal.

oh, is it a decoration? but to what? and who would want that? it seems to be plastic, or metal... is it vintage?

Tired of your old fishing line on the weedeater. Slap this on and let it spin at 5,000 rpm and show that yard who's boss.

Oh man... I feel guilty for even taking that one,

    That's right! It's called a Laundry Agitator.

    Laundry Tool
    Circa ~ 1920s
Apparently it is the original laundry agitator, back when clothes were washed in a tub of water. The brass plunger at the bottom is spring loaded so that the operator merely pumps it up and down to agitate the soapy water.
    Patent by G.M.a. Berlin.
    35"T x 9.5"W x 5"Dia.

Fire extinguisher (not sure I spelled it correctly).
Vacuum cleaner (this doesn't sound very plausible either. )

no spaghetti either. It was placed/held into something ....and the brass plunger has a spring...
nowadays we use a maschine for this household chore.

nope. It's an household item. It sucks in and presses out. The thing at the bottom is loaded with a spring.
