    lol, neither do I

it sort of "pumps", but not air. They used it around the 1920's.

I see. Personally I couldn't care less the pieces on my plate are the same or not.

For yours: the first thing came to my mind was some kind of old air pump.

your hint with the shape did it..and google They used it because all pieces where cut the same and it looked nice. You got those cutters "french sliced" or "straight cut".

    You got it!
    Spong's bean slicer.

Why would anyone feed beans one by one into this slicer if you can cut 20 beans in a bunch with a knife? o.O

i was thinking pencil sharpener myself, but i remembered you saying it's bigger than that.

maybe it is supposed to sharpen round chair legs into shape... ? like a tool for woodwork?

No it isn't, though a pencil is a very good example of the shape that fits the hole.

I was just trying to express how useless this tool is: when I saw it I dropped my face into my palm.

Ahra was on the right track, but it's reasonable to invent a device for meat or nuts.
Think on something that you prepare at least 10 times faster with a knife.

If that's an important clue it went right over my head.

Oh, maybe it is something you downloaded to Firefox to post pics.

That was pretty cool how you added notations to the sushi roller.

Yes, it's clamped to the table and the hole is upwards.
I have to add that this is a /facepalm tool.

The clamp has me puzzled. When this is being used is it still laying flat as shown or in a different position? If you clamp it to a table it will have to turn 90؛ and the hole will be pointing up or down.

it looks like an antique meat mincer. at least the handle and the clamming device there with the screw that goes on the edge of the table. but size may suggest mincing nuts or maybe something else other than meat?
