The "drum" seems too small for it to be a washing machine, but I'll throw that out there.
That's right! It's called a Laundry Agitator.

Apparently it is the original laundry agitator, back when clothes were washed in a tub of water. The brass plunger at the bottom is spring loaded so that the operator merely pumps it up and down to agitate the soapy water.
