That's right! It's called a Laundry Agitator.

Apparently it is the original laundry agitator, back when clothes were washed in a tub of water. The brass plunger at the bottom is spring loaded so that the operator merely pumps it up and down to agitate the soapy water.

This one is plastic, though other varieties are simpler, and usually metal.

For donaud's is it something a draftsman might use when the old reliable French curve isn't enough?
