If you get two that are swapped, then you are trying to get an impossible solution ... if you get those two swapped, then a different two will be swapped.

tbh, im starting to get the feeling this one of them puzzles that can never be solved because there are like a set number of combinations that can never be acheived, whereas if it was a 4x4 square every combination is possible.
