I'm still stuck on 16. Have been for 2 days. All I know is that it's a caesar cipher, but I have no idea exactly where to put the mask or what the shift it. I suspect that it is either 13, 14, or 15, but i'm not sure.

You have to flip the mask around a bit and just try a few places until you find a word. Once you figure out the shift, just try it on the longest word (the 6-letter column) until you find a word. It takes a while, believe me!

Will you at least tell me what the shift is? i just tried 13, 14, and 15 and none of them work. i also know that 3 doesn't work because i tried that the other day.

Oh... it's similar to a previous level. There are three separate images in this one, rather than just two.

and does the atbash image count as one of the three images also???

yes. the two images (back and ground) will form your mask to apply to the letters. then "atbash" is your clue to decipher.
