I think so too, only I cannot find out where is 12 hours away from venice!

The only place 12hrs away in terms of timezones is Alaska, and it's not there! 12hrs should give you an idea of whether or not the place you're looking for is near to, or far from, venice.

Try replacing each of the letters of JUNGLECAT with a number e.g. A is 1,(being first in the alphabet, C is 2 being next in the alphabet, etc., up to 10.

Then write the 1st 4 letters of the puzzle (STEG)under the 1, then next 4 under the 2, etc., then read the message across to get the next level.
