Did you manage to find it or has it fried your brain!
I used the translation site ets.freetranslation.com and saw the english translation of the answer but realised that it was a place name that should be in Portuguese(as you are supposed to be in Brazil) as that is where the message says the recipient should go.

The fax advises you to solve the puzzle columnly, and the final line suggests you transpose yourself into a codebreaking frame of mind. Search for a cipher that involves columns and transposition - wikipedia would be a good starting place.
