Help! I'm stuck. Any hints?

I have tried loking at the picture upside down. Some of the letters make sense. Others are jibberish. I can't seem to form a word.

Does the word use all of the letters?
Are all of the letters determined by looking at the picture upside down, or are some of them gotten from viewing it right-side up?
Are all of the letters in the picture used, or only some of them?
Is the word an anagram of the letters obtained from the picture?

Second pages, don't do what you think its telling you just write it literally

Can anyone give me some hints for #28. I've been stuck for a while.

let's see if i can help, without spoiling it:
1st question -yes
2nd- it's better up side down;
3rd-all letters are used;
4th-no need to anagram.
what helped me a lot ws to write the ones i could understand leaving blank spaces on the ones i couldn't understand. then,as the last 3 were quite obvious, i found the answer.
