When you are actually on a traffic light, the yellow ones don't bother you. You either have a red light and wait for the green, or you have a green light and simply go.
I mean I tried to imagine the sequence of lights and it doesn't make any sense.

Well... If you follow the lights from left to right, it's only the yellows that stand alone. Maybe they are separators between letters (that are built up buy the reds and greens).
